The voting procedures in this subchapter apply to:

A general, special, or primary election for President, Vice President, or District of Columbia Delegate to the United States House of Representatives;
A general, special, or primary election for Mayor, Chairman of the Council, member of the Council, member of the State Board of Education, or Attorney General for the District of Columbia;
An initiative, referendum, or recall measure; and
A proposed Charter amendment.
