The Superintendent shall, by October 15, 1998, provide a detailed Implementation Plan for each component of the General Education Reforms, the Special Education Reforms, and the Central Administration Reforms that will be contained in the Fiscal Year 1999 budget. This Implementation Plan shall specifically state the number and specific occupation positions that will be added and deleted in order to implement each component of the Implementation Plan.

Law 12-211, the "Fiscal Year 1999 Budget Support Temporary Amendment Act of 1998," was introduced in Council and assigned Bill No. 12-773. The Bill was adopted on first and second readings on September 22, 1998, and October 22, 1998, respectively. Signed by the Mayor on November 5, 1998, it was assigned Act No. 12-512 and transmitted to both Houses of Congress for its review. D.C. Law 12-211 became effective on April 13, 1999. Law 12-267, the "Closing of a Public Alley in Square 371, S.O. 96-202, Act of 1998," was introduced in Council and assigned Bill No. 12-800, which was referred to the Committee of the Whole. The Bill was adopted on first and second readings on December 1, 1998, and December 15, 1998, respectively. Signed by the Mayor on December 23, 1998, it was assigned Act No. 12-576 and transmitted to both Houses of Congress for its review. D.C. Law 12-267 became effective on April 27, 1999.
