The Bill was adopted on first, amended first and second readings on June 28, 1977, July 12, 1977 and July 26, 1977, respectively. Law 4-40 was introduced in Council and assigned Bill No. 4-2, which was referred to the Committee on Public Services and Consumer Affairs.
