For the purposes of this subchapter, the term:

"Health benefit plan" shall have the same meaning as provided in § 31- 3301.01(20).

"Health insurer" shall have the same meaning as provided in § 31- 3301.01(22).

"Hearing impairment" means a dysfunction of the auditory system, of any type or degree, which is sufficient to interfere with the acquisition and development of speech and language skills, with or without the use of sound amplification.

Historical and Statutory

Legislative History of Laws Law 13-276, the "Newborn Hearing Screening Act of 2000", was introduced in Council and assigned Bill No. 13-474, which was referred to the Committee on Human Services. The Bill was adopted on first and second readings on December 5, 2000, and December 19, 2000, respectively. Signed by the Mayor on January 16, 2001, it was assigned Act No. 13-572 and transmitted to both Houses of Congress for its review. D.C. Law 13-276 became effective on April 4, 2001.
