Within one year after October 22, 2008, the Mayor shall commission a study to determine the economic, legal, and technical viability of the District government pursuing a new large-scale wind energy project through public financing or private financing.

The Bill was adopted on first and second readings on July 1, 2008, and July 15, 2008, respectively. Signed by the Mayor on August 4, 2008, it was assigned Act No. 17-497 and transmitted to both Houses of Congress for its review. D.C. Law 17-250 became effective on October 22, 2008. Miscellaneous Notes Section 602 of D.C. Law 17-250 provides: "This title shall apply upon the inclusion of its fiscal effect in an approved budget and financial plan."
