The DC Code: § 9-425.01 Sidewalk installation requirements.

For road segments that lack sidewalks on both sides of the street, road reconstruction or curb and gutter replacement shall include installation of a sidewalk on at least one side of the street.
For roadways that are missing sidewalks, but are not undergoing major construction, sidewalk installation shall be prioritized for the following areas:
Missing sidewalks in school areas;
Routes that provide access to parks and recreational facilities;
Transit stops;
Locations where the absence of a sidewalk creates substantial pedestrian safety risks; and
Roadway segments for which residents petitioned to have sidewalks.
The Mayor shall continue to accept and consider sidewalk petition requests from residents.

Historical and Statutory

Legislative History of Laws Law 18-227, the "Priority Sidewalk Assurance Act of 2010", was introduced in Council and assigned Bill No. 18-191, which was referred to the Committee on Public Works and Transportation. The Bill was adopted on first and second readings on June 1, 2010, and June 15, 2010, respectively.   Signed by the Mayor on July 7, 2010, it was assigned Act No.  18-471 and transmitted to both Houses of Congress for its review.   D.C.
